Supporting the Most Vulnerable While Ensuring Public Safety

Like most other cities in Ontario, in Kingston, we continue to grapple with the multiple, overlapping crisis of homelessness, mental health and addictions. These challenges are incredibly complex and cannot be fully addressed without adequate funding from upper levels of government. But in trying to do our best with the resources we have, there are two key items we must prioritize: We need to continue to offer support and services to our most vulnerable residents, while ensuring the safety of the staff and  those who are accessing services at the Integrated Care Hub (ICH), as well as the safety of the surrounding neighbourhoods.  

This week, City Council took steps to address both of these priorities. First, we approved a capital investment of nearly $9.5M to transform the Extendicare long term care home at Bath and Queen Mary Road into a primary care clinic, community space and transitional housing for some of our most vulnerable residents. This housing will be for up to 35 people, for those aged 55 or older with physical health challenges. There will be staff and support services on site to help residents get back on their feet and transition back into more independent living. The plan is to begin renovations later in 2025, with the aim to have the new facility up and running in 2026. 

Council also passed a motion that will require a safety and security plan for the ICH as a condition for continued City funding. The City currently contributes $500K a year towards the ICH, and while there is strong support around the Council table for the services the ICH offers to unhoused individuals, there have also been real concerns raised about safety for individuals in and around the ICH. This new security plan is meant to ensure a safe environment for the staff and those who are accessing services at the ICH’ as well as the safety and wellbeing of the surrounding neighbourhood. This new plan will also require regular reporting on emergency service calls and establish a community consultation group to make sure neighbourhood concerns are responded to.  

As Council, we all remain committed to supporting those in need while and ensuring public safety and security for everyone in our community.
