
Starting this summer, you’ll begin seeing special constables supporting by-law enforcement in key areas across Kingston – especially in parks, the downtown core, and during busy evenings and weekends where we’ve heard increased community concerns. As we prepare to launch the program, I know many residents have questions about what special constables will actually do.
Their role is focused on non-criminal enforcement matters like trespassing, park by-law issues, and supporting staff safety in the field. This is by no means a replacement for Kingston Police. Police will continue to respond to criminal activity, emergencies, and high-risk situations. This program is about strengthening the City’s overall response – improving visibility, helping our by-law teams respond more effectively, and making sure residents, businesses, and visitors feel supported in shared public spaces.
All Municipal Special Constables will receive specialized training in areas such as de-escalation, conflict management, mental health awareness, communication strategies, and IIDEA principles. The program will operate under clear procedures, oversight, and accountability measures, with a strong emphasis on communication-first approaches and public safety.
This first year is a focused rollout, allowing us to evaluate what’s working, identify service gaps, and make sure resources are being deployed where they’re needed most. At the end of the day, this program is about improving coordination, increasing visibility, and helping the City respond more effectively to community concerns – while continuing to work closely with Kingston Police and our community partners.
